The "00" Buck loading in paper hulls was procured by the Ordnance Department for Riot, Guard, and Combat use. By late 1944, all-brass "00" buck shells began replacing the paper-cased combat rounds that were becoming unusable in the damp climates of Alaska and the Pacific. Contracts were given to both Winchester Repeating Arms (WRA) and Remington Arms (RA) for the all-brass shells that were packed in 25-round cartons with military contract labels. Then, in early 1945, the all-brass "00" buck round was standardized by Ordnance as the M19. The brass round for combat use continued into the post-war period.
