The middle level has shepherds and their sheep. The lowest level has the 3 wise men, camels and the holy family. The set includes 6 red candles, which sit in gold colored metal holders in wood pieces that slide into the bottom level. I believe this carousel is part of the Lillian Vernon collection but there is no marking to confirm that. The carousel was made in China and is handmade.
